Data centers don’t belong next to our neighborhoods.

We are local Henrico residents and we are very concerned about the recent data center developments happening right across the county border in Goochland, less than one mile from our neighborhoods.

In talking with our fellow neighbors we realized these massive industrial developments are progressing unnoticed by many Henrico residents.

WHAT'S GOING ON?

  • Goochland establised a 4,400 acre Technology Overlay District (TOD) right on the county border which allows data center developments less than 1-mile from established Henrico neighborhoods.
  • Recent State Corporation Commission (SCC) filings reveal the possibility of four data center campuses totaling 2,y0u megawatts (vw) in Goochiands loD. ine Diggest one is the one closest to our neignbornoods.
  • On September 10, 2026 the SCC approved Dominion Energy's Route 3 proposal, which includes 6.5 miles of overhead transmission lines running from near I-64 southward along the eastern side of Route 288, with an in-service date of July 26, 2028 to power the data centers.

Tuckahoe Technology Park

(West of Route 288, bordered by Hockett Road and Patterson Avenue)

Details: Developer Tract (via VALCO Goochland, LLC) is planning a 900 MW data center campus called the Tuckahoe Technology Park in Goochland's Technology Overlay District (TOD). It spans 872 acres bordered by Hockett Road, Route 288, and Patterson Avenue. This particular area in the district is commonly referred to as "TOD West" and is zoned as Conditional Use Permit (CUP), meaning it requires public hearings and approval by local Goochland officials.

The campus features 12 buildings and 3 substations. Buildings are capped at 60 feet, allowing up to 80 feet if given a 500-foot residential buffer. The campus could have approximately 300 diesel generators.

Status: Pre-applications were submitted in June 2026, followed by a formal permit application filed in August 2026. The application is currently going through community meetings and formal public hearings before the Goochland Planning Commission and the Board of Supervisors.

600 MW

The Rockville/H2 facility

(North of West Broad Street, near the intersection of Ashland Road and I-64)

Details: Rockville LLC and H2 LLC control 151 acres off Ashland Road located within Goochland's Technology Overlay District (TOD). The landowners testified they discussed a 600 MW data center campus with a developer. The proposal featured three large-scale buildings north of West Broad Street, at the corner of Ashland Rd and I-64. The land is zoned as by-right.

Status: Conceptual interest submitted during Dominion's transmission line route proposals.


200 MW

The West Creek Industrial facility

(East of Route 288 and north of Patterson Avenue at the old Tuckahoe Emergency Center site)

Details: Western Industrial/West Creek Industrial submitted a request to Dominion Energy for a 200 MW data center development at the former Tuckahoe Creek emergency room site located within Goochland's Technology Overlay District (TOD). The project requires constructing one new substation to supply power to the site. The land is zoned as by-right.

Status: The ELOA has been requested but not executed.

Attend county meetings and speak up

You don't have to make a public comment if you aren't comfortable, simply showing up shows officials we are paying attention. (Please check back for meeting dates.)

Contact the Henrico Board of Supervisors, County Manager and Planning Commission

Demand they:

  1. They advocate for Henrico residents by attending Goochland meetings to publicly oppose the data center developments on our boarder.
  2. Refuse to extend water and sewer line infrastructure to support Goochland's data center developments.
  3. Deny road permits
  4. Demand transparency regarding who pays for energy upgrades.

Voice your opposition to data center development next to Henrico neighborhoods.

Email your Senator and Delegate

Ask that they introduce or support legislation to:

  1. Put a moratorium on data center development until effects on local neighborhoods can be thoroughly studied.
  2. Prohibit the zoning and construction of industrial data centers within or adjacent to high-density residential areas.
  3. Establish cross-border protections and rights for neighboring counties when an adjacent county proposes data center facilities near the border.

Don’t wait until the decisions are already made.

Public meetings, planning processes, and regulatory decisions can move quickly. Community participation matters. You don’t need to be an expert. You don’t need to speak for five minutes. You simply have to make your voice heard.
